三 |     “一企一策”精准培育创新主体     初秋时节，莆田四大名果之一的龙眼进入成熟采摘期。在城厢区华亭镇，专注于龙眼全产业链开发的天桂食品公司迎来了忙碌时刻。    天桂食品公司深耕龙眼等农产品深加工多年，已形成涵盖科研、种植、加工、销售、文旅的完整产业链。“公司向‘新’而行，以科技创新蓄势赋能。”天桂食品总经理吴政锋说，该公司建成省级农业物联网应用基地，部署智能水肥一体化、“一树一码”溯源，承担的龙眼绿色优质栽培及高效烘焙技术项目，获省科技特派员后补助项目立项。    今年，天桂食品被列入高新技术企业培育库。华亭镇科技网格员黄俊衔介绍，申报高新技术企业工作千头万绪，针对企业现实需求，科技网格服务团队上门“把脉”，梳理出知识产权布局薄弱、研发项目归集不规范、管理制度不健全等堵点，为企业量身定制培育方案，指导企业修订相关内部规章，规范研发立项、过程管理、结题验收全流程。

四 |     培育创新主体，是科技网格化服务的核心任务之一，规范企业研发活动则是培育创新主体的一项重要工作。记者调查发现，对于研发活动，莆田“不会报、不愿报”的企业不在少数，“研发无账、账实不符”等问题使得企业无法展示创新实力，相关惠企政策难以精准落地。    为推动企业研发活动提质扩面，莆田市依托科技网格对规上企业进行全面摸排，“一企一策”全程指导服务。    以城厢区为例，该区与莆田学院人工智能学院合作组建科技特派员服务团，提供研发投入、知识产权等专家服务；聘请第三方机构负责归集培训、建账辅导等服务，每个网格配备“科技网格员+特派员服务团+第三方机构”，点对点推送加计扣除、研发机构扶持等政策，形成“需求摸排—精准匹配—全程跟踪”的服务链条。    梯度建设科创平台促资源共享     矿山圆盘式锯切机、砂岩石锯切机、桥式切边机……走进位于荔城经济开发区黄石片区的华隆机械有限公司，各种智能化、自动化石材机械琳琅满目。

六 |     在区科技部门对接下，华隆机械还与莆田学院共同开设“华隆产业班”，实现人才培养、企业用工、技术研发三方共赢；共建校企合作实验室，推动大型科研仪器和设备向中小企业开放共享。    在莆田，不少中小微企业由于资金受限，无力购置大型精密实验设备、建设标准化研发场地，搭建研发平台遭遇现实难题；行业单打独斗现象突出，单一企业技术储备单薄，难以攻克产业链共性难题。针对上述情况，当地对网格化服务体系分类施策，打通创新载体建设卡点，梯度培育各级科创平台矩阵。    荔城区科技局局长周伟伟介绍，该区通过科技网格全面摸排龙头企业闲置高精仪器，统筹建立科研设备共享机制，推动4家行业龙头开放11台（套）高端设备面向辖区中小微企业预约共用，让更多中小微企业具备设立研发载体的基础条件。    聚焦鞋服、新型功能材料产业存在的行业共性技术瓶颈，荔城区网格化服务体系汇总产业链企业集中反映的面料改性、环保助剂、鞋机自动化等技术难题，精准布局产业公共创新载体，建成新型功能材料产业技术研究院，配备专业仪器设备38台（套），引进8名博士长期驻院攻关。
